Bug#351581: kdelirc: Add a configuration option for not accepting command when in screenlock mode

Allow a configuration option for not accepting IR commands when screenLock is
set.

Some commands might allow to perform actions suck as switching down programs
or sending/receiving information which is sensitive, and one should be able to
configure if when in ScreenLock those commands should be processed or not.
