Bug#349482: kuser: incorrect MD5 usage in shadow password

By default, when adding a new user, kuser uses MD5 coding of the new
passwords in shadow. This renders the passwords for new users unusable.
By default the Configuration-> Files -> MD5 shadow passwords should be
off.
