Bug#313472: Viewing the kdepasswd manpage displays errors

When I attempt to get the man page for kdepasswd lots of errors are flashed 
onto the screen before I get the manpage.  Below are the errors I receive...

$ man kdepasswd

I get the error message in xterm, gnome-console, and konsole.

Below is the output i get from locale (I don't know if it's useful but)...
