Bug#342110: kde does not like utf-8@euro locales

KDE, in its current unstable version, does not like UTF-8@euro locales.
For example, with locales such as:

LC_MESSAGES="fr_FR.UTF-8@euro"
LC_PAPER="fr_FR.UTF-8@euro"
LC_NAME="fr_FR.UTF-8@euro"
LC_ADDRESS="fr_FR.UTF-8@euro"
LC_TELEPHONE="fr_FR.UTF-8@euro"
LC_MEASUREMENT="fr_FR.UTF-8@euro"
LC_IDENTIFICATION="fr_FR.UTF-8@euro"

kate and kile (two kde applications) when launched in a non-kde
environment refuse to recognize LANG=fr_FR.UTF-8@euro as a valid locale,
default to C, and as such interpret keystrokes of é or è as é or è.

However, fr_FR.UTF-8@euro is the correct locale for French (UTF-8)
because our currency is the euro.

This bug is related to #248890, but not the same. In my opinion, it is
probably the same as #281155, which was closed, but with no real
solution (the solution "change the locale" is not a solution since
LANG=fr_FR.UTF-8@euro is the right setting).
