This is not really a bug.  KDE, along with the rest of unstable is going 
through a gcc trasition.  KDE in unstable will be unsinstallable for the 
next couple weeks due to the transition.  kdelibs4c2 cannot provide 
kdelibs4, since they are not ABI compatible.

You have the following options to install KDE:

1) Donwgrade to testing.  This is the best option if you are not prepared to 
deal with transitions that take place in unstable.
2) Install kdelibs4 and dependencies from testing, the rest of kde from 
unstable.
3) Install kdelibs4c2 from unstable and recompile the rest of kde yourself.
4) Wait a couple of weeks until kde has made it through the gcc transition.
