I currently use debian etch + kde3.3.2 and see same trouble with German "Umlauts" as described below:

gnome program (GNOME Terminal 2.10.0)
keystroke
kde program like kdict or kconsole
"€"
is shown as
 "€"
"ß"
is shown as  ÃŸ
"ä" + "Ä"
is shown as  Ã€ +  ß
"ü" + "Ü"
is shown as  ÃŒ + Ãœ
"ö" + "Ö"
is shown as  Ã¶ + Ãœ

I can do a copy 'n paste from gnome window to e.g. kdict and umlauts will keep okay. But keystroke does not produce the proper output.

xmodmap -pke | more shows that definitions are set correctly:

keycode  20 = ssharp question backslash questiondown backslash questiondown
keycode  26 = e E EuroSign EuroSign EuroSign EuroSign
keycode  34 = udiaeresis Udiaeresis dead_diaeresis dead_abovering dead_diaeresis dead_abovering
keycode  47 = odiaeresis Odiaeresis dead_doubleacute dead_doubleacute dead_doubleacute dead_doubleacute
keycode  48 = adiaeresis Adiaeresis dead_circumflex dead_caron dead_circumflex dead_caron

So I confirm: this seems a bug in qt / kde not only with accents but even with any extra letter like German Umlauts.
