Bug#316255: kdelibs4 removes kderc without warning

When using KDE in Kiosk mode, you must put system configuration options
in /etc/kderc . kdelibs4.preinst removes this file without warning
during an upgrade, removing the Kiosk mode configurations.
Could the package at the very least keep a copy of it as kderc.dpkd-old?
Or maybe notifiy that its changing it? Perhaps better still is to ask what
the user wants done.
