The association was already created and stored
in .kde/share/mimelnk/text/html.desktop
A newly created assocation should work though.

I saw now that you are using KDE2 and very likely an equally old Galeon.
Maybe at that time they didn't fully implement the .desktop file specification
yet.
May comment about the broken .desktop file assumed that this was a recent
version :)

Any editor that understands and preserves UTF-8 encoding is fine.
Restarting KDE or running kbuildsycoca should apply all changes made to the
files in the mean time.
