Bug#242641: pam_env should be at the top

This may have something to do with this bug.
those rules have to be at the top of the kdm pam file, they are at the
end.

auth       required     pam_nologin.so
auth       required     pam_env.so

Could those be fixed ? Else /etc/environment is not used (except if
common-auth fails). My guess is that no_login either.

Maybe pam_limits should be before common-session too as it is not part
of common-session.
