Bug#286516: keeping open and tagged sarge bug for CAN-2004-1158

  kdelibs 3.3.1-4, which fixes CAN-2004-1158, was uploaded to sid on
  2005-01-05 with urgency high. Since unexpectedly this upload has not 
  yet propagated to sarge due to a mipsel build missing, I think the
  delay calls for the bug to be reopened and tagged sarge-only until
  kdebase 3.3.1-4 really enters sarge.
