  the Debian Policy, which explicitly forbids us from making a package
  Depend: on a font package (rationale is that the machine may use a
  font server located in another machine).

  the solution to this problem is to get new users to install
  Recommended packages as well, which some tools (e.g., aptitude) will
  do by default. the definition for "Recommends" is:

      `Recommends'
        This declares a strong, but not absolute, dependency.

        The `Recommends' field should list packages that would be found
        together with this one in all but unusual installations.

  please advise new users that you personally know to use such tool. I
  try to do the same myself, and other people as doing it as well. (the
  fontconfig issue 'enable bitmapped fonts by default' should be, if at
  all, in a separate bug report).
