kgpg changes pubring & secring permissions?

When used to import keys kgpg 4:3.2.2-2 appears to change permissions
such that keys cannot be executed - making encryption impossible.
Apologies if this is an identified bug, I couldn't find it as such.
System is Ubuntu Warty.
