Did you downgrade from unstable to testing at some point?  All of those 
packages that are at 4:3.2.3-1 are only at 4:3.2.2-1 in testing right now, 
so I don't know where you are getting them from.  It seems that the source 
of your problem is having newer versions of the packages kdebase-dev and 
kdelibs-dev depend on already installed.
