$ apt-cache policy libcupsys2-dev
libcupsys2-dev:
  Installed: 1.1.20final+rc1-9
  Candidate: 1.1.20final+rc1-9
  Version Table:
     1.1.21-0.experimental2 0
          1 ftp://ftp.us.debian.org ../project/experimental/main Packages
 *** 1.1.20final+rc1-9 0
        500 ftp://ftp.us.debian.org unstable/main Packages
        100 /var/lib/dpkg/status

in /etc/apt/preferences?
