I don't think that is a sane nor an expected *default* setup. unless
you can provide some *strong* rationale as for why having kdm consume
more than one tty by default is a good thing, this bug will have to be
close.
it may be worth putting in kdm/README.Debian what are the necessary
steps to have the "Start new session" to work.
