Bug#265865: Solution
The reason is a new /etc/kde3/kdm/Xsession. Just replace it by a symlink
to /etc/X11/Xsession or source this file instead, as it is done in KDE
3.2. If you also want your .profile sourced (as the original
/etc/kde3/kdm/Xsession does), than you may copy this part of
/etc/kde3/kdm/Xsession to an new file /etc/X11/Xsession.d/90setenv (or
some other name in this directory). This will set you the correct locale
for none-KDE apllications.
I don't know, why that has changed, I personally think, it should be the
default way in Debian.
