Excactly what ary trying to do?

I just did in clean, uptodate sid chroot:  

apt-get build-dep kdebase
apt-get source -b kdebase

And kdebase compiled fine. From your description, it sounds
like you are using the configure scritps by hand, instead
of using the debian building tools.
