What version of kdelibs-data do you have installed?

$ dpkg -L kdelibs-data | grep password
/usr/share/apps/kdewidgets/pics/kpasswordedit.png
$ apt-cache policy kdelibs-data
kdelibs-data:
  Installed: 4:3.2.3-4
  Candidate: 4:3.2.3-4
  Version Table:
 *** 4:3.2.3-4 0
        500 ftp://ftp.us.debian.org unstable/main Packages
        100 /var/lib/dpkg/status

My kdelibs-data 4:3.2.3-4 doesn't have that file in it.
