I can't reproduce here. I've tried modifying an existing entry, adding
a new one and creating a submenu; all of them worked.
Can you provide detailed instructions of the steps you follow? Also,
try the following:
$ cp -a ~/.local ~/.local.old
$ find ~/.local | sort >file1
$ kmenuedit # <== now perform the steps
$ find ~/.local | sort >file2
$ diff -Nur ~/.local.old ~/.local >file3
And attach the file[1-3] files and the performed steps. You can also
try if "mv ~/.config/menus/applications-kmenuedit.menu ~/tmp" changes
a thing.
