CVS commit by mornfall: 

- released 0.3.1 -> debian/changelog update
- new class GrouperManager in libcapture; mostly moved relevant parts of
  KaptureManager there, will expand on it later
- make GrouperFactory hold a persistent instance of the grouper to be
  able to run it's methods; it's never used for addNode ops (Factory
  used to instantiate this as needed and destroy it immediately;
  i suppose this is better solution)
- fix testsuite
