Why is kdesdk one of the blocking packages? Does it depend on cupsys
directly, unlike the other KDE packages? Every KDE package is listed as
breaking if cupsys moves to Sarge only because they all depend on
kdelibs.

Note that when Qt was updated, only kdelibs and kdeartwork needed a
rebuild, from what I can recall (I may be wrong here...). So unless I'm
missing something, it isn't necessary for kdesdk (or most other KDE
packages) to move into Sarge along with kdelibs/Qt etc.

That said, a rebuild of both Qt and kdelibs would take a while. Just think
of m68k... Qt is uploaded, then kdelibs is uploaded. Qt is picked up on
m68k after a day, starts to build. kdelibs is picked up a day or two
later, fails since Qt isn't done, sits there for 4 days until the new Qt
for m68k hits Incoming, then starts to build again after another day...
so I think 7 days is optimistic, even if everything is set Priority:
High.

I guess someone needs to get the hints set up on cupsys and all the other
packages. Once that's done, we can downgrade the RC bugs on kdelibs and
Qt.
