Bug#250645: kde: general system/session umask/environment policy

Found a customized system umask[0] would work in all DEs exept for KDE
or any program run within KDE.
Then found a very popular correspondig KDE bugreport[1] but it was pointed out
that other DEs are wrongly sourcing non posix shell config files on startup
(other files then /etc/profile?) and that it is rather a kdm
(or any *dm) issue.

A bugreport for kdm[2] then had some good discussion on the problem and
suggested a distribution policy.

Hopfully you can help solving this in debian, thinking of an elegant systemwide
Xsession solution without particular "umask 002" or sourcing lines in startkde
(or gnome-startup files etc. respectively)
