Bug#248145: kuser does not use adduser, might do policy violations

kuser seems to edit /etc/passwd, goups etc. directly
rather than through adduser or useradd.
Following behavour seems related to this and might
be problematic:
-- User private group IDs != UIDs
-- Deleting a user does not delete UPG
-- kmail copies a complete .kde directory into new users home
(should be handled by kde itself on firs login)
