Bug#194305: marked as done (meinproc: seems to incorrectly use $USER instead of $HOME)

Justification: causes other packages to fail to build from source

kde-config tries to create ~$USER/.kde/share/config; this fails badly
[on builds] using fakeroot as shown below.  Earlier versions (<=
3.1.1, I think) didn't do this...
