Package: kdelibs-bin
Version: 4:3.1.2-2
Severity: serious
Justification: causes other packages to fail to build from source

kde-config tries to create ~$USER/.kde/share/config; this fails badly
[on builds] using fakeroot as shown below. Earlier versions (<=
3.1.1, I think) didn't do this...

| Automatic build of koffice_1:1.2.1-5 on smackdown by sbuild/arm 1.170.1
| Build started at 20030520-1349
| ******************************************************************************

| ** Using build dependencies supplied by package:
| Build-Depends: automake1.7, debhelper (>= 4.0.0), flex, kdelibs4-dev, libqt3-compat-headers, libxslt1-dev, python2.2-dev

| trying to create local folder: Permission denied
| failed to create /root/.kde/share/config/

This problem was fixed by the recent upload of KDE 3.2.
