I experimented a little with konqueror, and moved my (old) .kde away to
test. After the testing I renamed the (newly created) .kde directory
and wanted to move my old .kde back as .kde. At this time, konqueror
(the only KDE app I regularly use) did not run (I explicitly quit it
and waited for a moment). Nevertheless, the .kde-directory was always
silently recreated. Finally I killed dcop and then I was able to
rename my old .kde directory back.

It is very annoying if, after an application has been quit, its config
directory is still silently managed (recreated). It looks to me like
the windows "If the user is so stupid to delete this important file, I
put it back myself" "feature". This is ok, if the application in
question (here: konqueror) is restarted, but if I quit it I want to be
able to do system maintenance without fighting with a program about
it!

And now, I was using plain window maker, so no other KDE application
where started (at least to my knowledge, I started only konqueror from the
menu entry).

As you mentioned in your bug report dcop was still running, dcop is a
kde app which is most likely the reason the .kde dir was being
recreated. Even just running kde-config will cause .kde to be created.
It is not considered to be a bug since both use the regular kde
infrastructure which creates the .kde dir. If it really did create the
konqueror files though that might be a bug, but you only indicated the
.kde dir itself was created.
