Bug#237742: kde: should upgrade to latest KDE

The kde package should have a version number equal to the latest minor
version of KDE available for install plus the Debian maintenance number.
Say, if the latest version of KDE available is 3.2.1, then kde should
have something like 3.2-1 as version. This package should depend on all
the major KDE component packages, of course.
