Bug#231797: kmail: Should suggest cryptplug

The standard installation of kmail does not properly support OpenPGP
encrypted/signed email. If cryptplug is installed the user can choose to
enable /usr/lib/cryptplug/gpgme-openpgp.so as a crypto plugin under
Settings > Configure KMail > Security > Crypto Plugins
and KMail will handle OpenPGP encoded messages properly.
It would be a good idea to add a Suggests: on cryptplug to kmail so that
it becomes more obvious to users what is needed for OpenPGP support in
KMail.
