If I have an anchor called "something" in an html file, then
index.html#SOMETHING doesn't find it, so it should be case insensitive.

So the standard explicitly says that what you're asking for is
invalid. Also, mozilla does the same as konqueror. Seems like a
definite WONTFIX for me.
As for the thing with empty anchors, I cannot reproduce with KDE
3.1.4.
