The buildd.debian.org web interface just queries UDD, and it is already
badly encoded there. This can be seen for instance by a search on the
UDD web interface:

https://udd.debian.org/bugs/?release=trixie&ftbfs=only&merged=ign&fnewerval=7&flastmodval=7&rc=1&sortby=id&sorto=asc&format=html#results

I am therefore reassigning the bug there (at least I hope).
