Bug#1016188: UDD/lintian: cannot filter only by lintian tag

Not exactly the same thing but too similar for me to create a new bug
(although I can do it if you prefer):

It would also be useful for me to check which packages have overridden
a certain lintian tag, so I can try and spot overrides that should not
be there.

It's a good metric to figure out lintian findings that people
generally override by mistake and also findings that are too prone to
false-positives.

An example of something that happened a few times with me: A random
build gets flagged by lintian with a finding that looks suspicious to
me, then I check what are the other packages affected and that can
give me an indication that the finding itself is broken or that the
issue only affects certain types of packages.
In case the finding seems to be broken, I confirm by looking for
opened bugs against lintian (and can report it if there's none).

Thank you.
