Bug#1016188: UDD/lintian: cannot filter only by lintian tag

Hi,

While testing the new "search by lintian tag" feature in UDD (thanks for 
taking care of #1016074!), I discovered one cannot filter using only a 
tag and nothing else in all the other fields.

For example, this query (email1=team+python@tracker.debian.org + 
lintian_tag=missing-prerequisite-for-pyproject-backend) works fine:

https://udd.debian.org/lintian/?email1=team%2Bpython%40tracker.debian.org&email2=&email3=&packages=&ignpackages=&format=html%3C_error=on%3C_warning=on%3C_information=on&lintian_tag=missing-prerequisite-for-pyproject-backend#all

But this one (lintian_tag=missing-prerequisite-for-pyproject-backend) 
outputs nothing:

I would've expected the second one to show all the packages in the 
archive that are tagged with 'missing-prerequisite-for-pyproject-backend'
