There are mainly two ways you can persue: either do one-off QA uploads,
or adopt the package.

For the latter option see this page:

became the new maintainer for that package, coupled with all the
responsability that comes with it:

Alternatively, you can work on single updates, without taking on the
responsability of becoming its maintainer (which you can always do at
a later date), in which case you'd do the so-called "QA uploads", which

Either way, you'd have to seek sponsorship for your uploads, for that

In particuar, looking at the cflow package, it seems Dmitry Bogatov has
been doing exactly what I was talking about, i.e. doing QA uploads to
keep the package on shape, without officially adopting it.  It might be
a good idea to contact him before doing anything, to reduce the chances
of clashes, therefore I'm CCing Dmitry here.
