When theano recently started failing [0] (#918090), no such email was received, either to its maintainer list [1] or to me (subscribed to theano on tracker.d.o).

Is this mechanism broken, or was it deliberately disabled?

The wording was confusing, as these e-mails were only automatic in so
far that once I triggered manually, they would be automatically created
and sent out. But nowadays we rather file bug reports with similar
content, I use a script to create the reports but hit "submit" manually.

I have reworded the wiki.
