Bug#907062: tracker.debian.org: "neutral" autopkgtests are reported as failures

Recent versions of autopkgtest/debci have a special reporting mode for
packages whose tests are all skipped, which is usually because they need
isolation-machine and debci currently uses lxc containers:
- autopkgtest exits 8
- debci web UI says "No tests or all skipped", in purple
- debci machine-readable API says NEUTRAL rather than PASS
- britney carries out migration as though the package did not have any
tests at all (no bonus or penalty)
This is neither a pass nor a fail. Please treat it as mostly equivalent
to having no autopkgtests at all, and do not warn about it (the affected
packages are usually the ones where it is not possible to write tests
that will work correctly on debci).

Actual result: "Debci reports failed tests"
