Hi there!

When I package a new thing, and then upload it, my procedure includes
setting-up a new Salsa repo and configuring it with hooks, etc.
Unfortunately, I cannot add it to the tracker, because the package
doesn't exist yet in Debian. And when the package finally is FTP master
approved, one has to remember to add it to the team.

As we're now team+openstack@tracker.debian.org for the maintainer field,
the consequence can be that we may never receive bugs and other important
emails if we forget to add the package to the team.

So, it'd be nice if we could add packages to a team *before* they reach
Debian. In such case, they could appear in a different form in the list
of packages, or even in a different list waiting for approval or
something (it can be displayed/stored the way you want, as long as we
can add a package to a team whenever we want and never forget it).
