Bug#897227: tracker.debian.org: allow overriding values

Hi,

some information in packages can get quickly outdated like VCS links,
homepage addresses or the information about the actual uploaders of
team maintained packages. It is often neither practical nor useful
to do mass-uploads just for changing an outdated VCS link.

Please allow overriding certain values in tracker.debian.org. For
instance tracker already knows what packages are maintained by a
certain team like the Java team. It would be very convenient if every
Git and Browser link could be overriden like that

https://salsa.debian.org/java-team/${SourcePackageName}

This would allow teams to drop the optional VCS fields but the
information were still visible in an important place like
tracker.debian.org and could be comfortably maintained in a web-based
application. This change would also allow to better reflect who
really maintains a package by replacing the current list of uploaders with active team
members without having to do a source upload. In the past several
members who were mentioned as uploaders in hundreds of packages went
MIA. Such a change would allow us to change the information
immediately.
