This is not very concrete, is there a list of those blocking issues?

The new tracker has been up for years now, so there has been ample time to
implement desired functionality there. As the Alioth->Salsa migration has
shown, sometimes it just requires shutting down the old thing to ensure
the last items are fixed, instead of keeping a dual situation until
eternity..
