Bug#890944: new packages should not receive emails before email alias is created

Yes. But this is a bug in DAK, not in tracker.debian.org. There's nothing
I can do from the tracker.debian.org perspective. It's a regression
introduced by some of the recent changes made by DktrKranz.

DAK should not use <source>@packages.debian.org for the initial accepted
from NEW mail, it should directly send to dispatch@tracker.debian.org
instead (and the maintainer, and the signer of the upload if different).

I understand this is an annoying corner case but the only alternative is
to have a catch-all email alias on packages.debian.org which will likely
drag a lot of spam towards the package tracker.

Or maybe the package tracker should become the MX for packages.debian.org
and I should handle all incoming mails properly. But the package tracker
will not be in any better position to forward the mail to the right
person. It will be smarter and not bounce but it will not yet know the
maintainer of the source package and will not be able to forward it
immediately either.
