Bug#884933: tracker.debian.org: badly handles DAK package removal mails with multiple sources removed

If you look at https://tracker.debian.org/pkg/librdmacm, you will see 40
copies of the news "Removed 1.1.0-2 from unstable". Even if DAK fixes
the excessive CC list of https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=883807#10
(reported in #884931) there's no reason to have so many mails just for
this source package.

Technically librdmacm received 4 copies of the mail (two for the source
package, two for librdmacm1-dbg) but we got so many duplicates because
for each mail that we receive, distro-tracker identifies all source
packages removed in that single mail and immediately creates news entries
for all of them.

We should:
- either process only the news for the package associated to the email we
  received
- or put some duplicate filtering logic in the incoming mails that we
  process
