Bug#881605: qa.debian.org: popcon graphs are 0-byte files

Control: retitle -1 popcon copies the data files to /tmp/systemd-private-*-apache2.service-* filling /tmp

That's was an issue with the system, it filled its /tmp and therefore
could not generate the .png.  DSA rebooted the host and now the image is
there.


At any rate, apparently stuff gets copied from
/srv/qa.debian.org/popcon-graphs/data to /tmp, which shouldn't be
really.
