I have no opinion if those fields should be added but I don't agree
with your concluison above.

In my experience it's correct that un(der)-maintained packages
usually have old Standars-Versions or debhelper compatibility levels
etc. But the opposite is not necessarily true: They are not a reason
to upload an otherwise fine package in themselves, so there are
enough packages without bug reports or new upstream releases which
haven't been touched in a while.

Just because I was curious myself: Here are the numbers for the
pkg-perl packages (from git):

1532 Standards-Version: 3.9.6
 503 Standards-Version: 3.9.5
 271 Standards-Version: 3.9.4
 227 Standards-Version: 3.9.7
 161 Standards-Version: 3.9.8
 148 Standards-Version: 3.9.2
  92 Standards-Version: 3.9.1
  86 Standards-Version: 3.9.3
  50 Standards-Version: 3.8.3
  39 Standards-Version: 3.8.4
  31 Standards-Version: 3.8.2
  30 Standards-Version: 3.8.0
  27 Standards-Version: 3.7.3
  15 Standards-Version: 3.8.1
   3 Standards-Version: 3.9.0

Cheers,
gregor
