Hi,

The Build-Ids fields are *not* limited to the debug archives (although
that is were it is most common).

 * It will also be present for regular -dbg packages (e.g. libc6-dbg)
   in the regular archive.

 * We will not get rid of all -dbg packages.  Notably the libc6-dbg has
   reverse build dependencies (tools like gdb and valgrind).

 * Please make a generic mapping from build-ids to packages regardless
   of package names and mirrors/archives.
