Severity: important
For several days (not sure how long since it had been a while since I'd
uploaded a package) the excuses section in the tracker has been missing.

Setting the severity to important since (at least for me) tracking testing
migration is one of the main things I use these pages for.

Excuses are now displayed for python-softlayer and for a few packages I
verified; psgcopg2 has meanwhile been migrated to testing. Please reopen
if you notice other missing excuses section.
