Bug#789048: tracker.debian.org: URL links for searches on https://qa.debian.org/excuses.php are malformed

Dear Maintainer,
I was looking at the gtk+3.0 package at the tracker
(https://tracker.debian.org/pkg/gtk+3.0) and its testing migration excuses and
noticed that the URL pointing to qa.debian.org/excuses is malformed because of
the '+' character.
To reproduce:
Go to the tracker testing migration box for that package, click on excuses, and
arrive at https://qa.debian.org/excuses.php?package=gtk+3.0 , which searches
for 'gtk 3.0' package (notice the space) and not for 'gtk+3.0' package.
Tracker should instead link to
https://qa.debian.org/excuses.php?package=gtk%2B3.0
Please notice that when those exact packages migrate to Testing, those exact
links will disappear but the problem would be there for other packages.
