Bug#786396: [reproducible-builds] Classify issue by "toolchain" or "package" fix needed

Hi,

for a user/packager perspective, it would be useful to have issues
classified as "this should be fixed in the toolchain" or "this needs
to be fixed in my package". Ideally, DDPO and other places where
reproducible status information is shown would then be more useful
because they could tell me which of my packages need attention.

My current use case would be pgbouncer, which suffers from timestamps
in docbook manpages. I'd rather not add sed calls to debian/rules, but
wait for a proper fix in #776143.

An open question would be what to do for issues that need action on
both sides, like the toolchain needs some reproducible option
implemented, but then the package would need to invoke it as well,
like it was the case for the doxygen html timestamps. (Though that
very example is moot now, as the toolchain part is fixed, and there is
only package-side action left, which is a clear "package fix needed"
tag for this issue.)
