I noticed that the ubuntubugs.cgi output has lines containing no
package name. All of the parsers seem to accept it fine though.

Hi,

This was fixed in commit b180bc6a0c53bb520bd03faa514b4a3db077d2d8

ubuntubugs.cgi: coalesce fields so that the name of pseudo-packages that
have patches but no bugs are not lost. Closes: #808892
