Things have changed in that file and we don't have any link on the
icon, but the generic problem remains.
We should fix our usage of octicons to ensure we always add
some content in the <span> used to add those icons. The content
should likely be <span class="sr-only">Text</span> so that it's
hidden for normal browsers but visible for text browsers and
for screen readers.
