Control: retitle -1 data/bts/wnpp_rm incorrectly lists partial removals
Control: affects -1 tracker.debian.org

Actually this bug is not on the PTS/tracker side, it's the
code which is generating https://qa.debian.org/data/bts/wnpp_rm
that doesn't skip partial removals...

The PTS/tracker just reuses this data.
