Dear Maintainer,

I was surfing on the gnome-shell package excuses
(https://qa.debian.org/excuses.php?package=gnome-shell), which lists gtk+3.0,
and the gtk+3.0 URL pointing to qa.debian.org/excuses is malformed because of
the '+' character.

To reproduce:
Click on the gtk+3.0 link, you will arrive at
https://qa.debian.org/excuses.php?package=gtk+3.0 , which searches for 'gtk
3.0' package (notice the space) and not for 'gtk+3.0' package.

Tracker should instead link to
https://qa.debian.org/excuses.php?package=gtk%2B3.0


Please notice that when those exact packages migrate to Testing, those exact
links will disappear but the problem would be there for other packages.
