Bug#786401: dose: Fatal error: exception Parsing.Parse_error

This is because some source packages (src:epylog) put python:any into their
Build-Depends-Indep.

In dose3, I apparently have put some code that warns about this with the
following comment:

   In contrast to B-D and B-C, B-D-I and B-C-I requirements must be satisfied
   by native packages. [...] B-D-I and B-C-I can not contain :any or :native
   modifiers.

Unfortunately, past-me from 2012 did not add there where this restriction comes
from. I cannot find the restriction that B-D-I and B-C-I must be satisfied by
native packages anywhere in policy either. Is this even valid?

It should be enough to pass --quiet to the dose3 invocation.
